hat is a very good question.... I think it would just be a retarded zombie.
They would reanimate I believe. The cancer doesn't necessarily destroy the brain, and I suppose that the other sectors of the brain where the cancer is not present could still be active.
I all depends on where in the brain the cancer is located, if it is in the area that the zombie virus reanimates, then probably not, if it is anywhere else yes.

It probably depends on where the tumour was, if it was in the cerebrum (the smart part of your brain that has your memory's, emotions, and thoughts) well I don't think a zombie needs that part. But if it was in the cerebellum or brain stem (the part that keeps you alive, and deals with muscle control) well a zombie probably needs that....maybe.....
Actually now that I think about it, where zombies are often shot and brain smashed is in the cerebrum area. And one bullet to the brain in any spot at all seems to kill them, so taking that into account I would say the zombie needs all of the brain,( even if it seems to use almost none of it)
Which can't be true because we have seen multiple occasions where the characters have smashed in part of the brain and skull but the zombie still moves. Which means you can't just shot them anywhere in the head and they'll die though it seems to be a wide mark.
Using this information if a person had brain cancer in whatever part of the brain is not needed by a zombie (seems to be around the top front area, maybe the frontal lobe) then they reanimate, if not they are dead.
Fun fact: this data means there is a small chance of shooting a zombie strait in the head and it just growling and continuing to come at you. now you need new pants.

If the brain couldn't function properly enough (to walk around, eat and basic stuff walkers do) from the cancer they won't come back, if the brain isn't working, it ain't coming back.
Hmm, that's an interesting thought. I would think if the cancer stopped the brain stem from functioning, then the victim wouldn't reanimate. It's essentially the same concept as head trauma (which usually kills the walkers), but a gradual process rather than sometimes that happens in one moment (like a gunshot or blow to the head).
However, we don't really know how the zombie virus works, so it's possible that whatever it does to revive the brain might override whatever the cancer cells did.
There's a woman I saw on tv once who had half her brain removed, or nearly half. She could still get around and learned to walk again, but she couldn't move one arm very well. It happened to a young girl too, the brain just learns to cope.
Probably depends where in the brain the tumor(s) are located. I remember reading somewhere that the thalamus or brain stem needs to be destroyed. Assuming the cancer reaches and damages one of those region it could keep the person from turning.
