I'd put her on Larry level strength. She rips the arm off a walker in S2E1, manages to hold them off with ease (something Lee struggles with.) She has some pretty strong legs since she's able to make the high jump in S2E1 and she also managed to kick down the door in S2E4. (a door which a horde of walkers couldn't knock down.)

That was very much a turning point for her character though. She cried then because she was hurtting and she realised she was on her own. But she hasn't cried hasn't since. "You're strong, Clem. You... you can do anything"

She's not exactly strong, but I think her strategic and planned attacks will work.
