dude, if your "meme" is only used correctly on a small portion of the internet while the rest of the internet uses it in a different way, it either isn't a meme at all or you are the one misusing it. I can't say I am seeing this "it's happening" meme often, but when I do, it's in the way it was used here.
What you call "small portion of the internet" (imageboards/chans) is actually the places where meme pics are created (drawn or animated) and where they become memes in the first place. Only then are they exploited by more mainstream websites and finally make it to the whole interwebs. A lot are posted without context on so-called meme pics sites who are just basically galleries of funny pictures. So a lot of people save them and then use them in the way they seem fit because of the impression they get from it, not knowing a thing from the intention of those who drew it and the communities that gave birth or improved it.
I've already witnessed some people use the trollface as graphic synonym of LOL, because it has a smile and they think it is a laughing reaction to a funny comment. If this use spread to the majority of internet users, it would still be misuse. Majority doesn't mean right.
