Clem might the "Judge" of season 2, considering that TellTale keeps talking about who our Clem will become. Our decisions may possibly change her outcome and whatever may happen will judge us.
Luke is really the only living character that would work, since he seems to have not lost his morality in the apocalypse. I'm guessing it mi… moreght be a Lee hallucination though, no living character was there for all of your choices, and it has potential for a VERY emotional scene.

Even if Lilly does come back, what would she judge? She left S1 earlier than Kenny (last notable interaction with Clem we saw was whether to steal from the station wagon, and nothing to judge there). Even if Lilly ends up being this "sick sister", all she could know is whether or not Clem stole from Arvo and that's it. I'd put forth one of the 400 Days group surviving and recognizing Clem as partial cause of the camp's downfall, but the same basic issue exists with that scenario as with Lilly as judge.
I could see potential for Lilly returning if Kenny is still alive for interactions. Lilly's murder did cut short her time in the story, and it would be kind of cool for Kenny and Lilly to acknowledge that at their cores, they really weren't so different. I could see Kenny finally and truly dying after something like that. In any case, the narrative finding a way to fill in Lilly on previous events would feel contrived to me given the season so far, as well as breaking the flow of the story.
Or maybe the judge could be Luke. I believe there are interviews stating during the development process, Telltale batted the idea around of Luke serving as Clem's moral compass. Luke has been there for pretty much the entirety of this season, and the times he's been gone are few enough and spread out he could have learned what happened easily enough. Not saying Luke as the "judge" is the optimal outcome for me, because that's not personally how I hope the story turns out. But I could reasonably see Luke playing this role with the way the story has gone so far, even if it means some hate him for it.
But personally, I don't think this season needs a "judge" role. Not in a "halt the story movement for a recap" way like the previous two games. But if this finale has to have a judge, I would prefer Clementine to be her own judge. For me, Lee dealt with an external relationship and individual, Clementine. Clementine is the one who told the Stranger, our external judge of our external conflict, what we as the player had done (albeit probably more innocently than the Stranger presented it).
But Clem's story in S2 has felt more internal to me. Unlike Lee in episode 1 (and onwards) where he quickly meets the group he will spend the majority of his time with, Clem, for much of S2 episode 1 is alone, with only her thoughts and monologue with the dog, Sam. She had external conflicts of course, but was even alone for much of the solving of those conflicts (except for the interaction with Sarah, RIP). And when she finally gets the chance to interact with some members of the group, most of the focus is not really on Carver's introduction or the group's present situation.
The focus is on Clem's past experiences and the guilt she so obviously feels for her part in S1's events (made more or less clear depending on determinate dialog), with enough snippets from the characters to start the process of bonding with the group (at least for me, Nick and Sarah have been my favorite NPCs by far in...well actually from both seasons, including 400 Days and excluding S1 Clem). Clementine started out this season judging her own past actions, and I could see this season ending on a similar note.
Plus, Clem is the only person that no one could say "well you judge me, but think of the stuff you...oh".
I should probably clarify that when I say Clem could be her own judge, I mean Clem's mind. As in, a "ghost/vision Lee" counts as Clem projecting herself onto a person she used to take advice from and look up to. Probably obvious I meant that to most of you, just making sure. I'm not sold on the idea of a vision of Lee being the avatar for this judging as it might feel forced, but it is a possibility.
TLDR: I don't see a need for the "traditional judge" role like we received in S1 and TWAU. Oftentimes we are our own harshest critics.

He's losing it mentally, so he's hardly in a position to be a moral compass.

I'd rage badly and damn Telltale to hell if this happens. Lilly of all people as a moral judge, the idea alone makes me cringe.
Lee in a dream sequence I'd hope. I want to hear Dave Fennoy voice Lee again in SOMETHING. Even if it's a small part.
Would Clementine care about what a hallucination would think though? It isn't the real Lee or anything.

I think of 3 possible judges: Ghost Lee, Kenny, or Luke. These 3 seem the most likely.
