OK, when we see more of him in E5 (If he doesn't die) this will be inevitable (people shipping them I mean). First: No. Let me tell you why:
1. Age, as with Cluke (although this isn't that bad) Clem is 12 (i think) and Arvo looks almost 18.
2. He murders someone from Clems group: He or his group will definitely kill someone from Clem's group, so do you want to be in a relationship with someone that (basically) killed your family?
3. (Honestly can't think of any more right now, Ill edit as they come)
But yeah, this just shouldn't and won't happen.
