You can't just kill them and steal it, you have to go through quests man.
Plus, the armor is pretty damn heavy, I suggest getting it when you're a high level.

Sneak into the deathclaw camp in cotton wood cove.
There too, but it's a lot easier just to do Arcade's personal quest.
I find killing deathclaws pretty easy.
