Handsome Jack obviously, the main antagonist of Borderlands 2.
Or more specifically, the Handsome A.I. Nakayama created in Borderlands the Pre-Sequel.

If you want to know who he is within the context of Tales from the Borderlands, he's the guy that Rhys talks about at the beginning of the game, in his opening monologue, Handsome Jack. He is the guy that Rhys said everyone in Hyperion tried to emulate after his death, and the guy that Rhys said that he wanted to be just like.
I'm just surprised people didn't realize who that was.
I'm guessing OP may have never played any of the Borderlands games before and downloaded TFTBL without knowing any of the lore. When I played the first episode of TWAU, I had never even heard of the Fables comics.
