I'd imagine it would depend on the context of their ban(s). It obviously wouldn't help them any, but that being said, we naturally gravitate towards people who demonstrate good values (which usually means they don't have a ban history). As long as I've been a mod (since December 2013), we've never had that problem of deciding whether or not to promote somebody to mod who has a ban history.
We have ultimately decided against people we initially wanted for reasons other than bans, though, such as inactivity or other reasons.
