The 10 am PT time was mostly for Steam users, if I recall correctly. Also, I don't think Steam updates right on the spot at ten, but pretty close around then.

Is this episode ever going to come out? Or should I put on my sunglasses and go on a vacation to Hawaii?
If you bought from Telltale, I think you just have to check the game's episode menu on occasion and see if Episode 5 is up for download yet.
