The Riddler or Mr. Freeze. I've already given it some thought because I also wouldn't mind seeing those characters in Matt Reeves' upcoming Batman film. They are both great and deserve to be redeemed from their previous live action portrayals.
I know Telltale are already aware of the animated series and took some inspiration from it, so something like those versions (or they could put their own spin on them).
I like their spin on the Joker, but I am just sick of seeing him, I really hope he isn't the only villain for S2. He's Batman's main villain, we get that, but Batman has quite possibly the best rogues gallery out of any comic book character to date, that should be put to use!

I just don't see this happening (and this would greatly affect TT's sales since I don't see a way for this to happen, given how Joker, Harvey and Penguin are still the villains.
