But I suppose Dr. Quinzel originally did have classes, so maybe she has contacts or something.

Maybe it's the differing angles of each character, but... Harley's lips look thinner, her nose looks flatter and wider, and casino lady looks a lot older.

It's likely that it's supposed to be the same character. Reason is that they put way too much work to random NPC character that suddenly comes to talk to bruce and can have quite extensive scene if you keep her around. Plus, there is no way she didn't just pretend not to notice that the situation was getting dangerous (leaving just before Riddler locks the place down.)

I don't know. I was a supporter of this theory too until I found out that the woman in the casino could be captured by Riddler's goons as well. I doubt they'd dare to do that to Harley. Plus she's voiced by a different voice actress. Eh, for now I'll just assume Telltale is reusing models again.

It's possible Telltale have simply reused the same character model for both characters.
But that would really be cool if that was her all along.
Yeah, tbh the lip shape and hair colouring make me think twice about the idea but I guess we'll just have to wait and see
The actress who did the casino girl's voice also voices Montoya. I doubt they'd have someone voice both Montoya and Harley.
