I personally think they are because of what they did with Batman The Enemy Within and I do think that their games will continue to improve as they go, if you look at BTTF and Jurassic Park compared to MCSM and Batman you will see the big difference. Telltale has introduced a whole new engine, gotten new and bigger properties but the best change of all for me is by far being able to choose how you want the story to play out because if you have ever played one of the newest Telltale games then you would have seen the sign that says
"This game series adapts to the choices you make, The story is tailored by how you play." But if you have played one of Telltale's older games then you would have probably realized that the sign doesn't appear simply because the same rules do not apply in those games. Sure, you can still replay those games and say different things to the characters to get different responses but you don't have as much free power as you do in the newer Telltale games. So my answer is Yes I definitely think they are improving.
I think while they do a great job with bringing their characters to life (obviously the voice actors and actresses have a lot to do with this) their story line writing has always been very weak with a few exceptions in my opinion. Aside from TWD Season One (which I think was amazing) and the first three episodes of The Wolf Among Us, their story lines have seemed all over the place episode to episode with little regard to how it all flows together. I don't know if this is because of having too many separate writers working on the episodes trying to do their own thing, but the flow has consistently been poor.

Eh, I'll pass judgment after the final season drops. ANFs lackluster cast and story has been discussed enough, Batmans twists were laughable… more at best and a complete butchery of the titular character and what he stands for at worst. S2 doesn't seem much better with their terrible approach with the Joker and other established villains, no idea why DC is still trusting one of their most well known characters with TT.

Nope, it's actually been in every game since Walking Dead 1. It's there, but not consistent.
To my knowledge:
I like it better than the same old Batman story we have seen plenty of times.
