Why did TV Governor Kill the Soldiers?
I could see possibly why he may, but he could of done his good old manipulation tactic and have a small army of soldier to guard Woodbury! I mean yeah he doesn't have to worry about feeding extra mouths, but still. Also something i never unstood in the comic and the tv series how did they know the controls for a goddam tank? I thought you need loads of training

Because the writers of the TV show where running out of ideas and where stupid enough to make a whole new season mostly about the Governor.
See, that's the problem right there! Sure, a couple of military trained soldiers to guard Woodbury sounds great,in theory.... But if they thought something seemed fishy and they decided to turn on him? Michonne was already ticked off in less than a day, they were a risk he didn't want to take.
About the tank... Well, it was already established that Mitch was a tank operator before the apocalypse. While in the comics the tank was just for show.
But then we would have never know how super evil he was!
Less actors to pay. knew there was no going back and his guards will eventually turn on him they started getting disrespectful so he nipped it in the bud.

THe governor didn't wanted mentally strong people/other groups in woodbury because than people would to see what he did and question him, see, in the comics the big difeerence between the governor and Negan is that the governor pretended to be a good guy and the people only followed him because of that when he shows his dark side the woodsbury survivors turn on him.
Negan's group is much more dark because they actually know everything he does and how dark/evil he is and they still follow either because they agree, they think there's no other choice or they are affraid, that's why Negan's group is more dangerous...
SO in the tv show they tried to show you that the governor is really screw up in the head, and he likes being in control, so he can't let outside influences enter his controled town and risk having people question him, like Milton started doing influenced by Andrea.
Maybe, just maybe... he actually is pretty crazy guy huh?

Negan, while a bastard for killing Glenn, and morally ambiguous, is not an evil person per say. An antagonist yes, but truly evil, no. He sees what he's doing as right, unlike the Governor in the show or the comics.

I believe it was a Bradley, yeah. The one in the show wasn't a tank either, think it might be called an APC or something. Not sure, but it wasn't an accurate model of a tank.
I think he considered "Teh Evulz" as good a reason as any.
