Is it possible not to have any vault hunters in the finale?

Is it possible not to choose any of the vault hunters? Like, what happens if you don't meet the requirements for all of the vault hunters? Does anyone know what will happen? Just wondering.

    Well, I know you can not get Zer0, Felix, Cassius, or Claptrap based on your choices, but I think Janey, Athena, and August are always available.

    It's not cause of the satellite. I launched it and she wasn't available.

    maybe the choices combined of telling athena's feelings and scooter's satellite

    I'm pretty sure that Athena and August are always available, and from what I've heard from someone who played the game over to try this Zer0 was unlocked and it lied about his choice, so you have to have 3 Vault Hunters.
