It seems that Vale is Lady Arkham, yet she could only be working with them. The drug might have made Bruce think that she was the Lady. It was a very good twist and I'm enjoying the series thus far. I'm really excited about episode 4 and Walking Dead Season 3 right now.

That's what makes it interesting that Vicki is the bad guy though, just like how the Wayne's are always portrayed as the only good people in Gotham.
