That's a matter of context. The old 60s Adam West Batman was low budget and looks it, as did many shows of the time. On top of it, William Dozier (Who handled the production of the show) loated comics and decided to make the thing a Campy and comedic pop art show which neither took itself or it's source material seriously. Adam West was a great straight man to the silliness going on around him and he's genuinely funny to boot. Yes, the show is silly as hell ,but that doesn't mean you can't enjoy it.
Batman & Robin was a big budget flick part of a (semi) serious franchise. There was an element of camp to the previous three, moreso in Batman Forever than the previous two, but those aspects were more entertaining than painful (I'll be honest and admit I love Tommy Lee Jones' overdone Two Face, he's just a blast to watch chew scenery). Batman & Robin was just campy in a bad way, the plot was goofy as hell with some really pointless bits, the villains' backstories weren't compelling (Schwazenegger's Freeze really was the only one with a partway decent one, but his character was prone to mood whiplash and don't even get me started on what they did to Bane) and even it's campy comedy was badly handled. On top of that, George Clooney was just a terrible Batman. He was fine when doing the Bruce Wayne stuff, but the minute they put him in the suit, he was just...painful to watch.
