Why they never explained about the lights going out
at the end of episode 1 the light go out and it said to be continued but in episode 2 it like it never happen..........why?

Episode two continues months after episode one. As for the lights, one can conclude that the same collapse of civilization which makes it hard to get bread and milk also makes it hard to run power plants and infrastructure.

Power was still out. The farm had power from the generator as fas ar I could tell.
Oh why were they not talking about it...last months news I guess. Three months without power is something you could get used to but three months without food or tap water would still be the topic of every conversation everyday.
Maybe that discussion happened sometime between episodes.

They probably had no way to explain why the power had went out at the time. I mean, it was bound to happen eventually with the infrastructure collapsing and what not. And after 3 months, it seems kind of pointless discussing that.
Power plants are probably abandoned or overrun at some point - but who knows? Until the characters happen to stumble on one, we'll never know.
When a zombies turn up, most people will panic and try and escape.
i would doubt many people would stay and carry on with their jobs. also you could say any nuclear power plant would be blown up as an infection counter measure..
other power plants like hydro could stay on but with out maintenance would eventually fail, the power grid would be controlled by goverment and only priority areas would be allowed to stay on everywhere esle would be shut down..
and the public transport that would be stopped to reduce cross contamination..

That... doesn't really make sense, if the government was able to exert any real control over power grids and public transport, there's zero reason they wouldn't be able to keep the Walker situation itself under control.
Too much authorial fiat for my tastes, either that or Max Brooks (forgot the author's name) was genuinely clueless when it came to the stuff he was writing about.
You're assuming if it happened they wouldn't be able to keep it under control.
You see, in all these shows, movies, books.. people never know what the fuck zombies are.
