Is. Wherever you are, you're trapped. In all zombie films the problem is that you have to cut yourself off from attack and by doing so, imprison yourself.
Boats are no different, you're stuck on a boat, hoping the walkers don't float. They sure hell won't drown if they decide to walk out.

On a planet with 1 billion living and 6 billion zombies, don't you think a few of them would float out onto the ocean? Swimming doesn't require any more brains than walking and I see a situation where the boat simply ends up surrounded, and therefore the same as any other place.
