Maybe it was for gameplay purpose, but for me it seems like it was intentionally planted there for Bigby to find.

I wondered if it might have been Lily who took the picture. Faith covered for her, the question is why? Maybe so that she had time to take the photo from the window. Maybe she tried to blackmail Crane with them. Maybe that went horribly wrong. Maybe not.

Crane was trying to lead Bigby in another direction. And Crane wasn't surprised when Bigby found the pictures, he was frustrated.

That could only mean Crane's self-confidence blinded him to not see any risks until Bigby and Snow went to the Trip Trap.

The envelope is always in the last place you look, actually. You don't need to connect the evidence to find it.
