The camp cant be THAT bad.
I was just thinking about it, and the camp the cabin group ran away from can't be that horrible. I mean, unless it's like a slave camp I'd like to know why it's so horrible that they ran away from it.

Plus the fact that Carver tortured Carlos and forced the group to come back to the camp should speak for itself.
If you've seen the episode 3 clip from Playing Dead, all of the 'innocents', or people Carver is willing to give a second chance, are with Reggie:
Sarah, who only left the camp because Carlos did.
Clem, who got roped into this whole thing.
Rebecca, who wanted to keep Carver away from her baby and didn't necessarily commit a crime.
Nick, who possibly only escaped because Luke was going, or maybe Pete did something.
And Kenny and Sarita, who Carver doesn't know, and maybe he's giving them a second chance. Also Carver and Kenny are 'even' (Ken killed Johnny, Carver killed Walter.)

Also...After Ep2...Im kind of having trust issues with the current group...damn this game, DAMN IT.SO MANY FEELS!
I mean we haven't really seen much of the camp so far but from what we have seen it appears to be quite a big and safe place and suggested that their are plenty of people there. I assume everyone will have their own jobs that they work in shifts. I reckon they'll be some good people in his camp that may not necessarily agree with how Carver does things, but they know what will happen if they step out of line and at least they are safe there.

Folks generally don't enjoy it when tyrants push them around and tell them what they can or cannot do. What Carver claims is a community, the escapees view as a prison. When unrest reaches a certain point, some people run away or try to rebel. Consequently, the tyrant kills or locks away the major ringleaders and saves (read: re-educates) the others who got caught up in the moment.
