So it turns out that Carver was just an stressed out man. Didn't really have any dark secrets and his camp was kind of weak.

Who do you like more now? I'll stick with the Governor.

I think it's probable that Carver was evil the whole time, and people just kept rationalizing it away since they were too afraid to do anything or start a conflict.

You cant compare them like that i think.
Carver was rather trying to build something up by forcing most to do what he wants and they dont really believe in the sinks he is saying ,like bonnie.
The Gouvernor rather tries to get his "community" satisfied and he tries to let everything seem ok even if its not ,so he wont beat someone up while that much people are watching ,IMO.
But they are still pretty the same ,but also not :/

Just a stressed man?! Surely that explains why He mercilessly killed 3 people (Depending on your choices), Beat someone's eye in to the point they have fractures, broke all the fingers on someone's hands, then made him smack his own daughter...Yeah, As far as I see it, that's even worse than the Governor..

To me Carver just seems like a Psychopath that gets off on having power over someone and likes to keep demonstrating the fact that he has the upper hand. The Governor on the other hand seems to at least believe he's doing what's best for his people and whilst he also doesn't take kindly to people disrespecting/disobeying him at least he has the self control to not just beat the living shit out of someone right there and then in front of everybody for doing so.

You also see where the Gov might be coming from because of the large back story you get to see on the show. We don't really know much about Carver other than the fact the does not take kindly to anyone who won't "lick his asshole" so to speak and this makes him lose his shit.
