The game takes place in the same timeline/universe as the show, in other words they are following/part of the same canon. Because Ramsay is still fine in the show (which is farther into the plot) and the show is the 'superior' canon that the game follows and not the other way around, we will not get an option to kill him in the game because that would be breaking with official canon.
If someone writes a fanfiction about how Ramsay Snow is killed, then it is not part of official canon because it directly changes the story the author laid out. Telltale's game is, however, canon, because it does not contradict the show's canon while still expanding on the lore.
