Which is funny considering Jane herself was clearly a Creator's Pet of J.T. Petty, that other guy, and whatever executives were over them to begin with, so Karma?
Clementine is the protagonist, so any overshadowing she did was definitely more a necessary undertone of the format than any overt dedication to making her stand out. And that's a fact considering some of the criticisms of Season 2.
Kenny was definitely a Creator's Pet, though; No Going Back was essentially two different Pets going at it with one winning out due to said nostalgia. At the very least, he actually earned it compared to Jane, who just randomly had it handed to her on a gold dish. Not saying it isn't annoying mind you--perhaps way moreso.
Meanwhile, Jane's entire character was altered to be much more [superficially?] likable during production, even with her already nonstandard design implemented ahead of time. Still, there's the fact that:
She's suddenly given all this prominence, nuance, and backstory that no other character besides Kenny and to an extent Nick can rival
Gets the most time alone with Clementine than any other character(again, possibly barring Kenny)
She's always in the right place at the right time to have "cool [actiony] moments" that other characters could've used
How the scenes with her(aka most of them) almost always end with her at a higher point than whatever character she's going against
(specifically, getting worked up when Rebecca finally goes off on her, elaborating on her tragic backstory after trying and determinately succeeding in pressuring Clementine into leaving Sarah, acting like she's gonna cry after robbing Arvo(which was her idea to begin with, but I digress), and leaving Clementine as the only character who acknowledges what happens to Sarah(which she also enables, btw) while Luke takes the fall for it)
Whenever she's in the wrong, she'll generally be made out to somehow be right and/or will always get a chance to make up for it not long afterwards. How many other characters get that chance in the game series period?
The story does way more to encourage you to go with her than Mike(which I know is true because admittedly, even I fell for this trap twice because I somehow forgot that was even an option), who she was supposed to be being characterized alongside
Gets a full Season 1 style dialogue tree in a hub(which was only done in Episode One with whichever member of the Cabin Group you choose while Carlos is examining the bite)
And finally, yhe blatant display of pretty much all this is Sarah's canon death, where she's literally the only one who can go save her(with the visual on the choice not even bothering to pretend Jane herself is in any danger compared to Sarah) and, despite sticking to her guns about not wanting to and being hyped up as hypercompetent throughout the episode, she literally lifts a huge chunk of the rubble up, get's wacked in the face by a random plank(which hit's hard enough to draw blood btw), abandons Sarah to the walkers despite literally being right there with a gun of her own, and acts all sorry all of a sudden to by easy sympathy for when she leaves. So she more or less gets exactly what she wanted regardless of your choices with practically no repercussions whatsoever, with the worse thing that happens is Clementine finallydeterminately telling her to shut up.
Also note that No Going Back ignored this and pretty much everything else about her character beyond the superficial things like boinking Luke, giving Clementine advice(and determinately her nailfile), Jaime(who's just namedropped like it's no biggie with no real relevance to Jane's actual "development"), and robbing Arvo(which is essentially a "Complainer is Wrong" moment from Kenny that goes nowhere, right down to Arvo fuckin giving her puppy dog eyes at one point). All of this is likely because Nick Breckon came back, was presumably mandated to give her top billing in lieu of Luke, and was ordered to change certain key details meaning she had little to back her up beyond being made out to be this great hero all of a sudden, which is especially insulting not because of all that stuff I listed above(though it definitely fuckin "helps"), but that wasn't really what her character was supposed to be to begin with.
The only reason it seemingly waned was because of said shallowness,people both here and on staff generally agreeing (for better or worse, mind you) that she is superficial. and Kenny just having more going for him despite all that--including going crazy, ironically enough.

After that he doesn't use his left arm that much again for the rest of the episode
