Pretty much this. Being a mod isn't just about "being an active user" so you can remove spam/trolling and whatnot. I've only been a mod for like two months, so obviously I can't speak all high and mighty about myself, but I'd say in general it helps to contribute something notable to the community - or to just be respected as Darth points out about himself and Jenni.

* Don't spam the forums with 30 alternate accounts if you get banned.

Actually, modding isn't illegal. Hacking into databases is illegal, and I think hacking online games is illegal, but that's completely different. Modding is frowned upon by Telltale, but not illegal.
