We're not talking about the R18+ part, we're talking about the "Version: Modified" part.
This isn't the same as Episode 1, this is the … moresame as other games that have been censored in Australia (State of Decay, Saints Row 4, Left 4 Dead 2, and so on).

Like i said before gta only gets through cause it is so big here they know people will most likely follow them home and hurt them in some way for it or people will riot they know and i think gta will never get censored considering how much gta v sold here

yep telltale did not even bother to submit it here there was only a pc version here till the game of the year edition came out which is when telltale submitted it and it came through uncensored with a MA15+ rating
@puzzlebox is it possible to tell us what has been censored? If it involves the plot, then just tell us after the release, but I really would like to know what the Aussies (AKA Us ) didn't approve of.

Australia is known to censor violent games, or games that have drug usage. The Classification Board from Australia members are 60 year woman who even censored Hello Kitty Island Adventure for being too scary for children.

I actually learned how to fight and about reality because of video games. So it is the best teaching tool. But violence in kids are usually caused by trauma that happens in their lives, for example; bullies.
