I think that's because GoT has 6 episodes and TftB has only 5 episodes. That's why they probably decided to do that because right now they r… moreeleased episode 5 of GoT (1 episode left) and soon they'll release episode 4 of TftB (after that there will be 1 episode left for this series). They want to finish both series around the same time, that's my theory on that.

They where likely working on parts of episode 4 while working on episode 3 so the fact it seems to have appeared on the Steam database doesn't necessary mean it's being rushed, episode 3 was added to the database on April 16th and released June 23rd so there could still be a while to wait yet.

Actually the gap between TWD S2 Ep 3 and 4 was 10 weeks and between Ep 4 and 5 it was only 5 weeks, which was the shortest wait of the season.
