As for facial expressions, maybe try and be a bit more teethy? I don't really know. I think his expressions involved him grinning wierdly, or with his lips stuck out a bit.
Maybe throw in the odd wide-eyed expression.
But you're fine as you are, I think. I don't think you'll get much closer without plastic surgery! You're already convincing. Just a few tips that may be helpful used sparingly. Heck, they may make your look look far worse!

Maybe it's just because the last thing I watched with Ten was his Sarah Jane Adventures cameo ep, but I feel like your hair needs to be more sticky-uppy and ridiculous. Or at least try to get it more squished toward the center.
And I think the red shoes are fine. I always think of Ten in the blue suit, I don't have a strong memory of the brown suit. But I don't see any reason not to wear the red shoes. If you have him rushing he could complain that he didn't have time to grab the right shoes or something, it could be funny
Honestly, the shoes don't really matter. I just have been rather obsessed with Ten's shoes from the get go, probably because I have never been able to find Converse in my size. I don't think they even make them my size.

I mean, he's in quite a few classic serials, plus he is a big damn hero in the Dalek's Master Plan by flipping the off switch on the Time Destructor whilst the Doctor and Sara take naps. Or maybe Ian - or maybe Romana II. Or Maybe Evelyn. (This is of course assuming you don't consider the Brig as a companion for some reason.)
