That's because you're used to it. But they are and aren't the way the artists intended. I think the only Scumm game in 320x200 that's meant to be 16:9 ratio was DOTT because circles come out looking like correct circles. There was a discussion about this a while back on the ScummVM forums, or Vogons or something, about which games were designed for 16:9 and which for 4:3. But with very very few exceptions, all 320x200 games were meant to be 4:3 (rectangular pixels) because of the CRT monitor.
Perfect example, look at Laserschwerts' example image again. The upper round window above the doorway is squished in the pixel-perfect version on the left. But in the aspect ratio corrected version on the right it looks perfectly round.
Ok so, I went to the steam forums of this to see if there were any fanbois for this game mad at TB(there are), and well... here is what I've found out about this game
The devs put in a naked skin of one of the characters in the files for no reason. Apparantly the texture the characters naked, then the clothes
The EXE is actually L4D.exe instead of the game itself
The devs have been caught bumping the score on this on metacritic
they only have one quotable review from "valid gaming" which is in fact, a review "company" that just happens to be based in the exact same city
The game was originally $20, apparantly the devs don't know much on marketing

I had to install Windows Media player again or the game would crash entering the main menue. Thank god I remembered the other games by Zeboyd. Took just 5 minutes of thinking. Rather experienced it kinda live via Steam chat.
It's L.A. Noire. Core game's 4.99, whatever your currency (grr), the DLC's £2.24 / $2.99 and the Complete Edition (which I recommend you go for, though it's technically cheaper separated in the UK) is £6.24 / $7.49.
There's also a guide, but really, who reads PDF guides for PC games? Surely you'd have to quit out of the game to do that, and that's no fun at all! [/Personal Opinion]

The only DLC are multiplayer maps, and they're not on offer, oddly. So no, not worth getting at all.
Uh... God. I can't like this game. Actually I can but, my god, new gameplay aspects feel so tacked on. It's like I haven't seen my best pal ever for 4 years and now he's a train wreck: He does drugs, has money issues, sports confident expressions but depressed words, tells me he has done terrible terrible things during the timeskip -acts of malevolence, none of which I would ever possibly associate with him-. He talks the SAME, which pains me even more because I KNOW my friend is under that tired, tortured, shaggy, pruned shell, but I can't pull him out. It's too late.
Every next battle feels like a bother, unlike first two episodes where I couldn't WAIT to battle more enemies to practice for perfect Special attacks and raise up my Overkill counts. Every time the game waits for my INPUT feels like a potato peeler is grinding down my esophagus. Every time I see another stupid looking fucking cunt blocking a corridor, one that I need to pass, I DIE.
I... ugh. This is not the kind of game I'd normally play and I feel saddened by it, because I personally have described the first two episodes borderline FLAWLESS on many occasions. I love the story, I love the atmosphere, and I loved the way I felt like "I" was fighting all those battles against stoves, mimes, rich snobs, etc. Now I'm just puzzling myself over which pin should go on what guy, what to buy for whoever faggot, just to see them clobbering some ugly looking monsters with the same -but differently named- attack I order them to perform.
Pardon. I order them. Wait for an apocalypse. And then see the epic clobbery as if it's such an epic event the fucking universe would shatter if we didn't give it time to digest the news.
God... And story is going so well, too. I really miss those comic style animations. I miss the Special Attacks. I miss beating quartets with a garden tool.
